Andrew Hope was born in Sitka, Alaska. He was one of the organizers of the Alaska Native Brotherhood and Sisterhood, and President of the Grand Camp of the Brotherhood for several terms. He served in the territorial and state House of Representatives (1945-1953, 1957-1963), and was president of the Tlingit-Haida Association (Central Council of Tlingit-Haida, 1940-1966).
